Since Thrive CIL’s inception, it has established more than a dozen programs, and the Independent Living philosophy remains the heart of its mission. This philosophy simply affirms that all persons with disabilities have the right to choose and fully participate in all aspects of society. Thrive CIL is wholeheartedly committed to this philosophy and diligently works toward a continuum of comprehensive services for people with disabilities in Central Pennsylvania.

What is a CIL?

A Center for Independent Living (CIL) is a community-based, nonprofit organization dedicated to empowering people with disabilities to live independently and fully participate in their communities. Unlike traditional service providers, CILs are run by and for people with disabilities, ensuring programs are shaped by lived experience. Every CIL provides five core services: information and referral, independent living skills training, peer counseling, advocacy, and transition support for youth and individuals moving from institutions to community living. Many CILs also offer additional programs such as job readiness, housing assistance, assistive technology, and community education. At its heart, a CIL is committed to promoting dignity, choice, and equal opportunities for people with disabilities.
