Privacy Policy

Last updated: June 11, 2026

Thrive Center for Independent Living (“Thrive,” “we,” “us,” or “our”) respects your privacy and is committed to protecting the personal information you share with us. This Privacy Policy explains what information we collect through our website, our social media pages (including Facebook and Instagram), our online advertisements, and our newsletters and outreach — how we use it, and the choices you have.

This policy covers our website and outreach activities only.** It does not govern the records we keep about people who receive services from Thrive. Those records are protected by stricter rules, described in the next section.

A Note About Consumer Service Records

If you receive services from Thrive, the records related to your services are governed by our consumer records confidentiality policy and by the federal and state requirements that apply to our programs. These include the confidentiality requirements of the Rehabilitation Act that apply to Centers for Independent Living and, where applicable, privacy and security obligations under our agreements with managed care organizations and state Medicaid programs. These protections are stronger than the practices described in this website policy. To request a copy of our consumer records confidentiality policy, or to ask how your service records are protected, contact us using the information at the end of this policy.

Information We Collect

Information you provide to us includes your name, email address, phone number, mailing address, and any details you choose to share when you fill out a form, request information about our services, sign up for our newsletter, respond to one of our advertisements, or send us a message on social media. If you respond to a Facebook or Instagram lead ad, the platform shares with us the contact information you submitted through that form.

Information collected automatically includes basic technical data such as your device type, browser, and general location, along with how you found and moved through our website. Our analytics and advertising tools (such as Meta’s measurement tools) may use cookies and similar technologies to recognize your browser and measure how our website and ads perform.

How We Use Your Information

We use the information we collect to respond to your questions, requests, and service inquiries; follow up on inquiries you submit through ads or forms; send updates and newsletters you have asked to receive; improve our website, outreach, and programs; and meet our reporting and legal obligations as a federally funded nonprofit. We do not sell your personal information.

How We Share Your Information

We share personal information only when needed to operate our organization, and never for sale. We may share information with:

- Staff and trusted service providers who help us run our website, email, and outreach (such as our email and social media tools). Service providers may only use your information to perform work on our behalf.
- Funding and oversight bodies when required for the federal and state programs we administer.
- Others when required by law, or when necessary to protect the rights and safety of the people we serve, our staff, or the public.

Social Media and Advertising

When you interact with us on Facebook, Instagram, or other platforms, your activity is also governed by that platform’s own privacy policy. If you submit a lead form through one of our ads, Meta passes your responses to us so we can follow up. Advertising platforms may use cookies and similar technologies to measure how our ads perform and may associate your visit to our website with your platform account.

You can limit how platforms use your data through the ad and privacy settings in your account on each service, and you can control cookies through your browser settings.

Your Choices and Rights

You can:

- Unsubscribe from our emails at any time using the link in any message.
- Update or correct the contact information we hold about you.
- Request deletion of the personal information we hold about you. We will honor deletion requests except where we are required to keep records — as a federally funded nonprofit, certain records must be retained for set periods under our grants, contracts, and the law. If we cannot delete something right away, we will tell you why.

Making a privacy request will never affect your eligibility for, or access to, our services. To make a request, contact us at [
office@thrivecil.org](mailto:office@thrivecil.org) or (717) 731-1900.

How We Protect Your Information

We use reasonable administrative and technical safeguards to protect your information. No method of transmission over the internet is completely secure, so we cannot guarantee absolute security, but we work to keep your information safe.

Children and Youth

Our website and online forms are intended for adults. We do not knowingly collect personal information online from children under 13, and we will delete it if we learn we have done so. When youth participate in our programs, we collect their information with appropriate consent and protect it under the consumer records practices described above.

Accessibility of This Policy

This Privacy Policy is available in alternative formats, including large print and plain language, on request. If you need assistance understanding this policy or making a privacy request, contact us and we will provide a reasonable accommodation.

Changes to This Policy

We may update this Privacy Policy from time to time. When we do, we will revise the “Last updated” date at the top of this page, and we will post a notice on our website if the changes are significant.
